From 5 October 2026, the Spanish government requires the Administrative Control Document (DeCA) to be issued and presented exclusively in electronic format.
Applies to any fleet loading and unloading cargo within Spanish territory.
DeCA does not replace the CMR. It is an administrative document required by the Spanish Ministry of Transport.
Failing to present the document electronically can result in severe penalties during roadside inspections.

International Transport
DeCA not requiredYou can keep using the digital eCMR or a paper CMR. DeCA is not mandatory when entering or leaving Spain.
Cabotage in Spain
DeCA requiredTransports with origin and destination in Spain, even with Portuguese trucks, now require a mandatory DeCA.
A smooth operation from the office to the truck cab.
In the 40 FOOT ERP or web portal, create the transport and choose to generate DeCA, eCMR, or both. Cargo, plate and driver data are reused automatically.
A secure link is sent by SMS or email to the driver or the subcontracted carrier, with no app to install.
In case of inspection, the driver opens the link and shows the QR Code with data formatted according to the requirements of the Spanish Ministry of Transport.
Two documents, different purposes. Both may be needed for the same transport, and both can be generated on the same platform.
Administrative Control Document. Governs the relationship between the carrier and the Spanish State.
The digital version of the International Consignment Note. It is the commercial contract between sender, carrier and consignee.
40 FOOT lets you generate the eCMR for your client and, at the same time, issue the DeCA required by Spanish rules, unifying the operation of your traffic.
The same platform you use here is open to your system. One key per company, public documentation and a collection ready to import.

Everything you need to know about the DeCA requirement.
The Administrative Control Document (DeCA) is an electronic document required by Spain's Ministry of Transport to govern the relationship between the carrier and the Spanish State in domestic and cabotage transports.
From 5 October 2026, DeCA must be issued and presented exclusively in electronic format in Spain.
No. DeCA only applies to Spanish domestic transport and cabotage operations. For international transport to and from Spain, you keep using the CMR, digital or on paper.
It's the responsibility of the carrier operating within Spanish territory. On 40 FOOT, the document is generated by the fleet manager from the transport's existing data.
No app is needed. The driver receives a link by SMS or email and presents the QR Code directly in the phone's browser.
Issue DeCA and eCMR without paying anything. If you ever want the full TMS, your data is already there.
